Over 140,000 people call for United Nations to protect, promote and support breastfeeding and appropriate information

The UN Secretary General, Ban KI-moon, is today announcing a worldwide campaign to save the lives of 16 million mothers and children over the next five years and a fund of US$40 billion to help achieve this goal. See The Guardian.

This is wonderful news - and we should perhaps not be too surprised to find that Nestlé, a company with a long record of abusing women and child rights, is trying to muscle in on the initiative to try to distract attention from its on-going aggressive marketing of baby milks in breach of international standards and other much-criticised practices.

Far too many mothers and children die from preventable causes. While we welcome the new United Nations initiative, we should also remember that there are far cheaper, but politically more difficult, steps that can be taken to reduce unnecessary child deaths: implementing and enforcing existing measures adopted by the United Nations. Over 140,000 people have signed a rolling petition calling for policy makers to take action to protect, promote and support breastfeeding, with over 3,000 addressing a specific message to the Secretary General over the last three days. See the ONE MILLION CAMPAIGN.

In the area of infant feeding, the International Code of Marketing of Breastmilk Substitutes is helping to save lives in many countries, but many more have yet to implement it and the subsequent, relevant Resolutions of the World Health Assembly. These international minimum standards aim to protect breastfeeding and ensure breastmilk substitutes are used safely when necessary and companies are called on to abide by them independently of government action, but do not do so.

Worse still, the United Nations Global Compact, a voluntary initiative intended to improve the behaviour of transnational corporations, has been found to be complicit in working with companies such as Nestlé to allow violations of the Code and Resolutions to continue: it accepts Nestlé funding to promote the initiative and posts on its website Nestlé's PR materials claiming the company abides by the Code and Resolution, but refuses to investigate reports of egregious violations of the Global Compact Principles registered under the initiatives Integrity Measures. There are also concerns that corporations will be using the UN Secretary General's new initiative as a way to improve their images, while continuing to abuse human rights.

A few weeks ago, the Secretary General's Office worked in 'collaboration' (to use the word in a report on the World Health Organisation site) with the International Business Leaders Forum at 'a special meeting to explore ways the private sector can contribute to supporting the Global Strategy for Women’s and Children’s Health'. According to the report, 'Best practices from a range of industry sectors and companies were showcased', with Nestlé one of the companies there with something to show and tell - though not, presumably, it's latest baby milk strategy of claiming its breastmilk substitutes 'protect' babies when it knows babies who are not breastfed are more likely to become sick and, in conditions of poverty, more likely to die.

The report concludes: 'A number of companies are already looking seriously at how they might respond to the Global Strategy, and identify commitments, which will be announced to the public during the UN Millennium Develop Goals (MDG) Summit on 22 September 2010 in New York and in the months to come.'

However, when Baby Milk Action contacted the Secretary General's Office, we were informed that only governments are involved in the Global Strategy launch. Is the Secretary General wary of appearing publicly too close to Nestlé, one of the four most boycotted companies on the planet over its pushing of baby milk in breach of international marketing standards adopted by the World Health Assembly, part of the UN system?

The Global Strategy for Women's and Children's Health follows on the Global Strategy for Infant and Young Child Feeding, which has proved to be an invaluable tool for improving breastfeeding rates, that could prevent 1.3 million under-5 deaths in the 42 countries where most under-5 deaths occur. A World Health Organisation (WHO)/Lancet study found that improving breastfeeding rates could save more lives than universal provision of safe water, adequate sanitation and childhood vaccines. This strategy and the adoption of the International Code and Resolutions is the UN at its best: bringing policy makers together from around the world to coordinate action that helps to save lives.

In turning these initiatives into reality, people on the ground have come up against the baby food industry. As industry analysts Euromonitor state in their report on the state of the baby food industry in 2008: “The industry is fighting a rearguard action against regulation on a country-by-country basis."

Part of Nestlé's strategy is to try to 'partner' with the United Nations. Earlier this year, Nestlé was a patron sponsor of a UN Global Compact event in New York, despite Baby Milk Action and other Nestlé Critics having registered an official complaint with the UN Global Compact Office over Nestlé's egregious violations of the Global Compact Principles and its bringing the initiative into disrepute. The Global Compact Office refused to investigate the case, citing lack of resources or mandate. In a telling comment, it stated:

"Of course, abuses of the 10 Principles do occur; however we believe that such abuses only indicate that it is important for the company to remain in the Compact and learn from its mistakes."

In my view, the UN Global Compact is worse than useless because it provides public relations cover to Nestlé and other companies violating human rights by posting their reports and taking part in joint events, while refusing to investigate complaints.

nid%3D229%7Ctitle%3D%7Cdesc%3D%7Clink%3DnoneIf the Secretary General is being courted by Nestlé and others who want to be seen as playing a part in the new Global Strategy for Women's and Children's Health - and Bill Gates is cited as a speaker by the Guardian - then what hope is there for poorly resourced citizens' groups such as Baby Milk Action and our partners having our legitimate concerns addressed?

I'll sum up with a quote that can be used by journalists, citing Mike Brady, Campaigns and Networking Coordinator, Baby Milk Action:

"In our complaint to the UN Global Compact Office, we focused in on Nestlé latest global marketing strategy where it is claiming its baby milk 'protects' babies and is 'the new "Gold Standard" in infant nutrition'. Nestlé also refuses to provide information on known risks of formula feeding to parents who use its products and the simple steps that can reduce these risks. As Nestlé knows, babies fed on breastmilk substitutes are more likely to become ill than breastfed babies and, in conditions of poverty, more likely to die. Such marketing strategies are not only clear violations of the International Code of Marketing of Breastmilk Substitutes, Nestlé has been told they violate specific national regulations and has been emailed by thousands of people calling on it to immediately stop these practices. Nestlé continues to defend them. While Nestlé continues to put its own profits before the health and well-being of babies, the UN should not only be investigating it for violating the Code and the Global Compact Principles, it should be closing the door on executives who want to be seen as partners. It is welcome that the new Global Strategy for Women's and Children's Health stresses the importance of breastfeeding, but we should remember that promotion and support of breastfeeding and accurate, independent information is undermined if protection is not also put in place."

Demos against Nestlé and calls for leaders to act against baby milk pushers

It was a busy week last week with the World Health Assembly. We have had:

  • New charts downgrading European countries for failing to act to stop aggressive marketing of breastmilk substitutes;
  • The presentation of a petition calling for leaders around the world to act to protect their people;
  • In the lead up to the Assembly, Baby Milk Action's Policy Director standing up at the Nestlé shareholder meeting, calling for Nestlé to change its ways, and a demonstration on the doorstep of Nestlé (UK).
Our partners from the International Code Documentation Centre launched a new State of the Code Chart by Country at the Assembly. This shows the action taken by governments to implement the World Health Assembly marketing requirements for breastmilk substitutes. Many have taken effective action, action which is helping to protect infant health. However, others have not done so. Indeed, most of the countries of the European Union have failed in their responsibilities to such an extent that they have been downgraded on the chart following the introduced of a new Directive in 2006. Only two countries, Luxembourg and Norway, put the well-being of their people first by going beyond the Directive. Read a press release from ICDC at:

The Chart can be ordered through the Baby Milk Action online Virtual Shop at:
http://www.babymilkaction.org/shop/publications01.html#socs

The ONE MILLION CAMPAIGN presented a petition with over 40,000 signatures calling for leaders to do more to protect, promote and support breastfeeding - thank you to everyone who has signed. If you have not done so, please do so. If you have, then please keep encouraging others to add their names as the petition will be used nationally and internationally in the future. See the ONE MILLION CAMPAIGN press release at:

Nestlé is found to be the worst of the baby food companies. Patti Rundall OBE, Policy Director of Baby Milk Action, raised concerns at the shareholder meeting in April. These were dismissed by executives, but then the problems come from the very top: in the adjoining hall examples of Nestlé formula tins were on proud display with labels claiming it would 'protect' babies. In reality, formula-fed babies are more likely to become sick in the short and long term and, in conditions of poverty, more likely to die.

Images from this and the annual demonstration at Nestlé (UK) HQ on 16 May can be found at:

Many thanks to everyone who came to the demo, organised things locally or participated in the virtual demonstration on facebook: over 700 people signed up, prompting a reaction from the police Intelligence Unit. Find out more on the newswire report at:

World Health Assembly President receives ONE MILLION CAMPAIGN petition

Congratulations to the ONE MILLION CAMPAIGN, to everyone who has signed the petition and everyone who has been encouraging others to sign. Don't stop! The growing petition will continue to be used nationally and internationally.

Press release from the ONE MILLION CAMPAIGN:

Voices of 45000 People Reach World Health Assembly with a Call to Save Newborn Lives

This week, IBFAN, the International Baby Food Action Network, made a clear call when it launched its ‘One Million Campaign: Support Women to Breastfeed’ (www.onemillioncampaign.org) at World Health Assembly. The IBFAN team submitted a petition to the President of World Health Assembly, Mr. NS de Silva, signed by more than 45000 people from 161 countries.

Mr. de Silva said as he received the petition: “…In Sri Lanka we have very specific indicators……with our campaign for promoting (exclusive)breastfeeding, it has come to 78% , we are happy about it, and we want the Asia region, and whole world should promote this concept !”

The petition demands concrete support systems for breastfeeding women to increase the coverage of early and exclusive breastfeeding. This would help save more than one million newborn and infant lives annually, as well improve the health of their mothers. Needless to say, it will also set a path for healthy adult life.

Dr. Arun Gupta, the regional coordinator of IBFAN Asia, went on to present the demands of the petition to the World Health Assembly, urging the Assembly to adopt a resolution in 2010 to deal with 4 key issues. First, to prepare a specific plan of action on infant feeding which is budgeted and coordinated in the same way as action plans for immunisation. Second, to ensure the end of promotion of baby milks and foods intended for children under 2 years in a time-bound manner, that is by 2015. Third, to end partnerships in the area of infant and young child feeding and nutrition with commercial sector corporations that present conflicts of interests. And fourth, to create support and maternity entitlements for women both in the formal and informal sectors, so that mothers and babies can stay close to each other for six months at least.

Today, the World Health Organisation recognised the importance for infants to be exclusively breastfed: at the launch of the World Health Statistics Report 2009, for the first time, this key indicator was included in the statistics. While including an indicator on exclusive breastfeeding is good step forward, says Alison Linnecar, of IBFAN, "Early and exclusive breastfeeding should be monitored in the process of tracking progress of Millennium Development Goal (MDG) 4 goal of child survival, both nationally and globally".

The report reveals that about only 48 million of 135 million babies born are able to benefit from exclusive breastfeeding, due to reasons such as aggressive promotion of baby milks and baby foods and lack of supportive health systems.

Many countries have still to enact national legislation to end this promotion in compliance with the International Code of Marketing of Breastmilk Substitutes that was adopted by the World Health Assembly in 1981. Says Annelies Allain of IBFAN “Action must be accelerated on this crucial intervention”.

According to Dr Gupta, "There is an increasing trend towards mobilising public private partnerships in these areas, which is not healthy. These are a way for corporations to increase their profits….It is business for corporations meeting their basic objectives. Commercial interference on parents’ infant feeding decisions should end."

ONE MILLION CAMPAIGN launched in Bangladesh

The ONE MILLION CAMPAIGN is presenting a petition at the World Health Assembly this week, calling for leaders at the meeting of the world's highest health policy setting body to do more to protect, promote and support breastfeeding. Signatures will continue to be collected. You can sign at:
http://www.onemillioncampaign.org/

An official launch of the campaign took place in Bangaldesh this week, with speakers from the International Baby Food Action Network (IBFAN), WHO, UNICEF and a government Minister and other officials.

There is a report in the Daily Star at:

Message from the ONE MILLION CAMPAIGN: Add your name in time for the World Health Assembly

Just a Few days to go to submit the petition to World leaders ! Sign it NOW !

About 10 million of the world's children die every year before they reach their fifth birthday. That is, over 27,000 per day, or over 1100 per hour. Of these 1100, over a third - more than 450 - are less than a month old. Evidence tells us that good breastfeeding practices can save thousands of these babies. Unfortunately, not even half the women of the world can carry out adequate breastfeeding. 135 Million, babies are born every year. Only 64 million women can initiate timely breastfeeding. Only 48 million women can practise exclusive breastfeeding for six months. They cannot carry out adequate breastfeeding of their babies because they lack support.

IN JUST 5 DAYS we will make the first petition presentation to policy makers at the World Health Assembly in Geneva to demand this support to women for being successful in breastfeeding and stop unethical marketing of baby foods/formula. More than 40,000 people have already joined. Add your voice to strengthen the petition. http://www.onemillioncampaign.org/en/Details_Petitions.aspx

So Hurry Up, and Sign It Now and use Tell Your Friends option to ask as many people as you can to sign before then.

1. A talk for UK National Breastfeeding Awarness Week (11 May 2009)

UK National Breastfeeding Awareness Week begins on 11 May 2009. Baby Milk Action has prepared a presentation for this with information from the UK monitoring project we coordinate on behalf the Baby Feeding Law Group, a coalition of UK health professional and mother support organisations. The talk can be viewed at:

http://www.youtube.com/watch?v=GxPUsbTqa0I

And at:

http://boycottnestle.blogspot.com/2009/05/nbaw-09.html

Reports prepared as a result of the project have been submitted to enforcement authorities. Trading Standards have raised our concerns with the companies, which are resistant to change. However, Heinz is removing its non-compliant 'prebiotics' claim from labels. Wyeth is removing its 'new improved protein balance' claim and has improved its instructions to bring these closer to UK Department of Health guidance for parents (indicating using water above 70 deg. C to reconstitute powdered formula and then allowing this to cool - however, it does not explain this is because powdered formula is not sterile and may contain harmful bacteria). Nestlé has been warned it cannot distribute a video to health workers as it has not obtained the required permission from the Department of Health.

However, overall the responses from the authorities show that the UK regulations issued in 2008 are having little effect in curbing aggressive marketing and that associated Guidance Notes are unenforceable. These responses have been submitted with the final report sent to a government review panel investigating the effectiveness of the law. The panel will issue its recommendations shortly. Our report can be downloaded at:

http://www.babymilkaction.org/shop/publications01.html#bflgreports

Reports were also submitted to the UN Committee on the Rights of the Child, which called on the Government to fully implement the International Code of Marketing of Breastmilk Substitutes in its report on the UK in October 2008.

Monitoring continues and we are seeking further donations to enable this work to continue. You can make a donation at:

Please do continue to report cases of malpractice via the site:

2. The Politics of Breastfeeding NOW AVAILABLE

At last this in-depth, fascinating examination of cultural influences on breastfeeding is available once again, completely updated.

Subtitled 'When breasts are bad for business' and written by Gabrielle Palmer, a founder of Baby Milk Action, it provides insight into the strategies used by the baby food industry since its inception and how the campaign to hold it to account has turned the tide.

A limited number of signed copies are available:

A talk for UK National Breastfeeding Awareness Week

National Breastfeeding Awareness Week begins next week and I've prepared a youtube talk to mark it.

This is a good time to remember that companies continue to undermine breastfeeding and put formula-fed babies at risk with their practices. Governments in many countries are failing to stop them, including here in the UK.

Our colleagues in India launched the ONE MILLION CAMPAIGN to gather signatures on a petition calling for our leaders to act. I've prepared a powerpoint presentation and talk about this, which anyone is welcome to adapt for their own use. Just contact me.

It is available on youtube with me giving the voice over. Take a look and if you find it useful, pass it on. Whatever, please sign up to the ONE MILLION CAMPAIGN at:

ONE MILLION CAMPAIGN in support of a woman's right to breastfeed her child

The following message comes from colleagues in India, where this campaign is officially launched today. Please do visit the petition page.

----
Over the past six months we all have witnessed the most shocking tainted milk scandal that killed six infants and sickened nearly 300,000 more. These babies, well below 3 years, were fed milk powder contaminated with melamine, an industrial chemical used in fertilisers and plastic production. Imagine if the babies were not fed powder milk and in fact were fed on their mother’s milk. They could be saved from this unnecessary catastrophe.

Add your name to the ONE MILLION CAMPAIGN - NO MORE MILK SCANDALS! SUPPORT WOMEN TO BREASTFEED to stop the push towards feeding babies with milk formula, as well as demand support to women to breastfeed. Click here to sign the petition http://www.onemillioncampaign.org/en/Details_Petitions.aspx

Growing scientific evidence points out how vital breastfeeding is to infant survival with health. Women are being forced to stop breastfeeding and give their babies milk formulas because they lack support to breastfeed, whether at the time of birth in family or institutions, or when they are at work, and more importantly due to increasing commercial push to milk formula feeding. Potential disasters are thus waiting to happen across the world.

The problem is HUGE. Around 200 mothers give birth to babies every minute somewhere in the world. They need our support. Out of about 135 million children born annually, only 64 million begin breastfeeding within an hour and 71 million do NOT. About 48 million women are successful in carrying out exclusive breastfeeding for the first six months, and 87 million are NOT.

to demand support for women to breastfeed.

Most people think of breastfeeding as something that happens between the woman and her child: that this decision is in the personal domain. However, several factors affect women's ability to breastfeed successfully: traditions, myths, status in the family and society, work load, confidence in her body and sexuality, economic needs, labour laws, domestic and workplace violence and harassment, availability of support services, advertising by commercial baby food manufacturers, and so on. These factors do not allow millions of women across the world to breastfeed their babies optimally.

How we respond to this crisis will shape the lives of our children – our future.

Today, public concern alone can prevent potential milk scandals – public action to respond to the needs of women to enable them to give the best possible food to their babies. We need to Act NOW !

Join the ONE MILLION CAMPAIGN - NO MORE MILK CANDALS! SUPPORT WOMEN TO BREASTFEED.
Click to sign the petition
http://www.onemillioncampaign.org/en/Details_Petitions.aspx

The petition demanding support to women will be presented to the world leaders, at the World Health Assembly in May 2009. Your collective voices will put pressure on the leaders to prevent unnecessary deaths of children, to ensure that every woman in every part of the world is enabled to breastfeed successfully.

Be a connector

Forward this message to all your friends, your networks, and your family, and let us raise a voice our leaders cannot ignore.

With hope and determination to change the world.
